During the five year period of 2015-20, under the 14th Finance Commission, 7771.26 crores Basic Grants and Rs. 863.47 crores performance grant is available. Performance grant is available from 2016-17. Out of the grants received from 14th Finance Commission, the basic grant will be 90% and Performance Grant will be 10%. Gram Panchayat will be allocated directly to the gram panchayats. As per the recommendation of 14th Finance Commission, as per the recommendation of the population of 2011, 90% of the total grants will be given on the basis of the gram panchayat population and 10% depending on the area of ​​the village gram panchayat.
Every year the village panchayat will have to fulfill the following conditions for obtaining Performance Grants.
To get the year's grant, the Gram Panchayat will have to submit two year's audited annual accounts. That is, to get the year 2016-17, the annual accounts will be presented for the year 2014-15. In the preparation of Gram panchayat's Local Fund audit department, the income targets will be taken in the form of self-tax, non-tax, aid tax, development, grants from the State, grants from the Finance Commission, any agency assigned by the Central / State Government The grant for work should be included.
In the year of which the audited account is submitted, it will have to show the income of the year, ie the income of the panchayat, the increase of their tax, and the increase in the income of the previous year. This income can not include the amount received from the Central / State Government or any other grant.
As per the basic grant allocated to each gram panchayat, the amount not exceeding 10% can be used for administrative expenses and fund expense such as stationery / office maintenance / computer costs / establishment expenses.

The basic grant (90%) available under the Finance Commission in 14 and the performance grants that can be used will be utilized for the purpose of gram panchayat for the following purposes.
Plan to provide drinking water
Solid waste management (to create waste disposal equipment, to create a dumping site and to arrange the system for solid / liquid waste classification)
Storm Water Drainage
Interior roads
Footpath on the main road of the village
Heart Market
Basic basic facilities in primary education
Missing facility in Anganwadi centers
Collective facilities to be set up in order to issue the duties and functions of the gram panchayat set up in Schedule-1 of Gujarat Panchayat Act.
To increase the density of properties in MNREGA plan convergence.
Increase eGram facility
Electricity works. (Streetlight) (Prioritizing the use of LED.)
Community Asset Work and Maintenance of Community Assets
Cemetery / Cemeteries.
The following works can not be carried out from the Basic Grants (90%) and Performance Grant (10%) under the 14th Finance Commission.

Stationery / office furniture purchase works.
Expenditure incurred on establishment
Expenditure on electricity
Contingency spending works
